Chinese authorities on Sunday issued their first policy document of 2014, underscoring the importance of rural reform, developing modern agriculture and maintaining agriculture as the foundation of its economy. 中共中央周日發布了2014年首個政策性文件，強調農業改革、發展現代農業以及繼續將農業視為經濟根本的重要性。 中共中央每年發布的首個政策性文件(policy document)被稱為“中央一號文件”(No. 1 Central Document)。自2004年起，一號文件連續11年鎖定“三農”主題(three rural issues： agriculture， rural areas and farmers)。 2014年一號文件的四大重要原則： 堅持家庭經營為基礎與多種經營形式共同發展 Continue to make household management as the basis of rural operations while develop various forms of management 傳統精耕細作與現代物質技術裝備相輔相成 Make traditional intensive farming and modern technological equipment complement each other 實現高產高效與資源生態永續利用協調兼顧 Realize coordination between high output and efficiency and sustainable use of resources 加強政府支持保護與發揮市場配置資源決定性作用功能互補 Strengthen functional complementarity between government support and protection and the market playing the decisive role in resource allocation 文件八大亮點 1. 完善國家糧食安全保障體系 Improve national food security system 2. 強化農業支持保護制度 Intensify support and protection for agriculture 3. 建立農業可持續發展長效機制 Establish a long-term mechanism for sustainable agricultural development 4. 深化農村土地制度改革 Deepen reform of rural land system 5. 構建新型農業經營體系 Build a new agricultural management system 6. 加快農村金融制度創新 Speed up innovation of rural financial system 7. 健全城鄉發展一體化體制機制 Improve the mechanism of integrated development of urban and rural areas 8. 改善鄉村治理機制 Improve rural governance |
